Karen Skoyles    

Tom Winters

Mr. Ramstad earned his undergraduate degree from the
University of Minnesota in 1982 and his Juris Doctor from
the University of Minnesota law school in 1985.  He is a
Real Property Law Specialist certified by the Minnesota
State Bar Association.   He concentrates his practice in
the areas of real estate, business organizations, estate
planning, commercial and real estate litigation, probate
and municipal law.  He is currently the City Attorney for
Detroit Lakes, Lake Park, Audubon, Callaway, and Bejou
Minnesota.  Charlie has been active in the City Attorneys
Association, serving as its President in 2015.

A Jaycee Statesman and Distinguished Service Award
winner, he is a former member of the Detroit Lakes
Jaycees.  Charlie is also an active member of the Detroit
Lakes noon Rotary club, serving as the club’s President
in 2002-2003.  He has served on the board of directors
for the Lake Agassiz Regional Library and the Detroit
Lakes Regional Chamber of Commerce.  Very active in
the Boy Scout organization, Charlie has been the
Cubmaster of Cub Scout Pack 647 and an Assistant
Scoutmaster and current Committee Chair of Boy Scout
Troop 674.  

In his spare time he enjoys nordic and alpine skiing,
camping and backpacking, hunting, curling and almost
any activity with his family.  Charlie and his wife have two
children and reside in Detroit Lakes.
Karen Skoyles began law practice in 1986. She
concentrates in the areas of Family Law and Criminal Law
prosecution and defense. Karen is the City Prosecutor for
Detroit Lakes, Frazee, Lake Park, Callaway and Audubon.
She formerly served as a Minnesota District Public
Defender.  She currently serves as the attorney for the
Pelican River Watershed District.

Karen is very active in the community. She served as
Water Carnival Admiral and President of the Noon Kiwanis
Club. She is a past Chair of the Detroit Lakes Dollars for
Scholars Awards Committee. She served on the Detroit
Lakes Park Board for nine years. She is very active in Boy
Scouts, having served as Assistant Cubmaster of Cub
Scout Pack 647 and  Scoutmaster of Troop 674.  She is
the Advisor for Venture Crew 673 and a Unit
Commissioner in Becker County.  She was recognized for
her service to scouting with the District Award of Merit.  
She spent nine summers coaching youth baseball and has
served on the board of directors of the Detroit Lakes
Jaycees, Noon Kiwanis Club, and Becker County Humane

Karen is a member of the Minnesota State Bar Association
and Seventh Judicial District Bar Association.
Thomas P. Winters grew up in Sauk Centre, Minnesota.  
He attended Hamline University, double majoring in
Legal Studies and Political Science.  From there, he
went to William Mitchell College of Law where he
obtained his Juris Doctor in May 2009.  Tom has lived in
Detroit Lakes since 2010.  He concentrates his practice
in the areas of estate planning, probate, business
organizations, family law, and municipal law.  He
currently is the City Attorney for Frazee.

Outside of work, Tom spends a lot of his time working in
the community.  He was a very involved member of the
Detroit Lakes Jaycees, serving as President and also
the 2014 79th Water Carnival Co-Admiral.  Tom is also
a member of Holy Rosary Catholic Church Finance
Council and the Detroit Lakes Noon Rotary Club.

In his spare time, Tom enjoys watching the Vikings,
hunting and relaxing at the family cabin.  Tom and his
wife have two boys and currently reside in Detroit Lakes.
